Copenhagen Offshore Partners (COP) has announced that the 96MW Jeonnam 1 Offshore Wind Project in South Korea has successfully achieved first power, marking a key milestone in Korea’s journey toward energy independence and achieving its net-zero targets.
COP has been instrumental in co-leading development activities for Jeonnam 1 on behalf of the project’s owners, a joint venture led by Copenhagen Infrastructure Partners (CIP) and SK Innovation E&S, one of South Korea’s largest conglomerates.
As the exclusive offshore wind development partner for CIP, COP is driving the project’s development. Jeonnam 1, currently under construction in Shinan County, off Korea’s southwest coast, represents the country’s first privately-led large-scale offshore wind project. It is also the third construction-phase project led by COP in the Asia-Pacific region this year.
Construction of Jeonnam 1 began in early 2023, with turbine installation scheduled to start in September 2024. The project is on track to begin commercial operations by Q1 2025. Once fully operational, it will generate enough clean electricity to power around 60,000 households.

COP emphasised the close collaboration with local communities, businesses, and stakeholders, ensuring that the project’s development profits contribute to revitalizing domestic jobs and industry while supporting South Korea’s growing offshore wind sector. The project incorporates multiple contracts with Korean suppliers and utilizes local ports and facilities, strengthening ties with the community and boosting the national offshore wind industry.
As part of its partnership with CIP, COP is spearheading the development of a multi-gigawatt portfolio of offshore wind projects in Korea. In addition to Jeonnam 1, this includes Jeonnam 2 and Jeonnam 3 (totaling 800MW), as well as the 1.5 GW Haewoori floating offshore wind project. These projects are being developed in alignment with Korea’s ambition to deploy 14.3 GW of offshore wind capacity by 2030, working in close coordination with local stakeholders and government authorities.
