Construction Site Manager
Responsibilities
The Construction Site Manager has the following responsibilities and reports directly to the Project Manager, who will be the primary point of contact:
Health & Safety and Environmental
Oversee all works to ensure compliance with building and safety regulations.
Oversee all works to ensure compliance with the companies Health and Safety Manual where Construction Site Managers shall;
Ensure that a Construction Phase Plans is prepared by the Principal Contractor, kept live and complied with,
Ensure that Emergency Response Plans are prepared and kept live,
Ensure Environmental Management Plans are prepared by the Principal Contractor, kept live and complied with,
Conduct and record weekly site health and safety inspections, including liaising with the Project ECoW to ensure environmental inspections and audits are carried out,
Review all Method Statements, Risk Assessments and associated documentation ensuring that they are comprehensive and relevant to the project tasks.
Chair weekly site safety meetings with the Principal Contractor as required.
Ensure all works are undertaken in accordance with consent approvals, licenses and regulation and escalating / stopping works where breach(es) have arisen.
Ensure that the Principal Contractor demonstrate the following:
Prepare a site safety organisational structure showing the persons responsible for safety duties,
Arrange for the display of appropriate health and safety notices and signs in prominent places and ensure that all staff and sub-contractors, as appropriate, are made aware of them at an induction briefing,
Ensure that adequate supplies of suitable personal protective equipment are provided, maintained and properly stored,
Ensure that suitable arrangements have been made to provide adequate response to all foreseeable emergencies on the site,
Submit a report every month detailing statistical data relating to any accidents or incidents and any near misses and manhours that have occurred on the site,
Report all injuries and dangerous occurrences in accordance with the companies Health and Safety Manual,
In the event of a health and safety incident, lead or support the investigation to determine root causes, ensure appropriate corrective actions are implemented, and report findings in line with company procedures
Comply with the requirements of Group health and safety policy and
procedures,
As far as is reasonably practicable, stop any person from working unsafely and ensure all work complies with the health and safety plans, risk assessments, method statements and relevant legislation,
Carry out checks to ensure only authorised personnel are put to work, undertaking checks on records of operative’s qualifications, expiry dates and exclusions,
Carry out checks to ensure personnel are properly trained in the use of personal protective equipment and that it is adequate for the task being undertaken,
Carry out checks to ensure that all plant and equipment being used on site is competent, safe and relevant records of checks are in place.
Ensure a tidy and safe site with good housekeeping and management of staff and contractors.
Ensure compliance with the CDM regulations for all defined parties, including but not limited to, the following:
Ensuring welfare facilities are suitably maintained by the Principal Contractors.
Ensure adequate First Aid coverage is present on site during the works.
Ensure suitable first-aid equipment, supplies and provisions are kept up to date by the Principal Contractors.
Ensure the Principal Contractors carry out a site-specific Fire Safety risk assessment and maintain the findings.
Quality Surveillance
As part of the collective Client site team, monitor quality performance of the works in line with technical requirements, guidance and Contract requirements including:
Carrying out inspections, monitoring testing and ensure records are kept up to date by the Contractors and maintained within the project documentation;
Ensure construction standards are fully aligned to the works inspection and test plans
Raise Non-Conformance Reports and defect notices when work does not conform; track close-out evidence / Defect closeout process; flag recurring issues and trends.
Programme and Risk Management
As part of the collective Client site team, monitor progress by the Contractors based on submitted programmes, daily progress submissions and Contractual key dates. This will include:
Analyse, manage and mitigate design and construction risks with the Contractors. Escalating to the Project Manager as necessary and in a timely manner.
Close monitoring of the schedules and interface points between Contractors. Review lookaheads and hold daily and weekly progress meetings as necessary to ensure works are delivered to programme.
Liaise with the Contractors to prevent and/or recover delays through re-sequencing, resource allocation, or other mitigation measures.
Commercial Management
As part of the collective Client site team, support the Project Manager and Commercial Manager by:
Closely monitor the works, taking all necessary steps to mitigate the impact of variation claims under the relevant contracts with necessary and timely reporting to the Project Manager for all Contracts appointed by the Client. This must include preparing and recording detailed daily diaries of people, plant and daily progress.
Assess Contractors estimates for any instructed variations to determine values for time and cost impacts.
Review applications for payments including maintaining daily/weekly records on site measuring plant and resources of all Contractors (inclusive of relevant photographs) to support the claim review process and applications for payments.
Stakeholder Management
As part of the collective Client site team, support the Project Manager by:
Establishing effective relationships and communication with all project stakeholders and informing/engaging as deemed required to maintain programme, costs and limit the impacts of the works. Stakeholders may include but not limited to Local Authority, SEPA and Dell Estate (Project Landowner).
